Excuse me, but Jason was pretty dead in the beginning of the movie before the lightning-bolt hit him. Tom McLaughlin (who had only seen Part 1 before accepting the job) made Tommy Jarvis explain (through a little book that he bought in some store for some reason) that Jason has to be put back in his original resting place, which would be the lake accordning to Tommy. Yes, he has rotten teeth and looked ugly, but that is because he was a hermit with the down syndrom in the woods for 20 years without access to soap, shampoo or a toothbrush. His skin isn´t rotten nor are there any signs that he stayed underwater for x years. He looks like an adult version of the deformed kid from the first movie. In 2-4 we see him bleed, we see him getting knocked out, we see him feeling pain and most of all: We see him die in the Jarvis house. So according to Part 2 Jason has been in the woods since 1957. Ginny further theorizes about this in the bar. There were sightings of Jason and he became some sort of "local bigfoot". In Paul´s campfire tale he says that, according to the "oldtimers" (meaning people like Ralph, Enos and not just people who moved here 5 years ago) Jason has been out there since his “ supposed drowning“. Therefore Part 2 had a loophole and expanded on Part 1 without retcon-ing it. Thankfully, Enos mentioned that his body was never found and it is implied that noone saw him drowning (but everyone assumed he drowned of course! Where else could he be?). So that little mysterious boy from the dream had to be the main focus. Of course they had to orientate themselves on THAT ending. So this little independet movie made lots of money and the studio was talking about a sequel. You have to interpet this scene as a dream either way since a.) Jason was not decayed (if he had been in the lake for over 20 years there would have been alomst nothing left of him) and b.) he was still a kid (which makes no sense if you consider this scene to be realitiy and seing a grown Jason in the sequels). Jason coming out of the lake was an supernatural element. Keep in mind, the entire movie was reality-based until that moment. This scene is the main reason the movie was such a success (apart from the athmoshere and the bloody bodycount).

The way it was filmed (a long take without a cut) was perfect. If I remember correctly, it was Tom Savini´s idea to have young Jason jump out at the end. The movie needed a surprise/scary ending, like Carrie. But, as with some other things in the franchise, the franchise evolved by accident.

Jason was just a plot-point and the reason why Mrs. Victor Miller never had the intention to center this around Jason or to give a backstory for him. If his body was discovered, we would not have a franchise at all (or a totaly different one). In Part 1 it was stated by Enos that Jason drowned, but his body was never discovered.
